基于德尔菲法和层次分析法构建广东省林长制考核指标体系

Construction of the Assessment Index System for the Forest Chief System in Guangdong Province Based on the Delphi Method and the Analytic Hierarchy Process

  • 摘要: 以广东省为例,运用德尔菲法构建8个一级指标和53个二级指标的广东省林长制考核指标体系并依据层次分析法计算各项指标权重,从不同维度细化了考核内容,专家的积极系数、权威程度以及协调程度较高。结果表明,指标体系新增生态建设与转化指标,明确林长制实施运行等关键考核环节,为林长制政策落实提供量化参考,有效推动生态与经济效益协同提升。

     

    Abstract: Taking Guangdong Province as an example,the Delphi method was employed to construct an assessment index system for the Guangdong Province's Forest Chief Scheme consisting of 8 first-level indicators and 53 second-level indicators. The weights of each indicator were calculated based on the Analytic Hierarchy Process. The assessment content was refined from different dimensions,and the experts' positive coefficient,authority and coordination degree were relatively high. The research conclusion shows that the indicator system adds ecological construction and transformation indicators,clarifies key assessment links such as the implementation and operation of the Forest Chief Scheme,provides a quantitative basis for the implementation of the Forest Chief Scheme policy,and effectively promotes the coordinated improvement of ecological and economic benefits.
